The issue is not that Parseur blocked your message, but that your Outlook Policies prevent you from setting up auto-forwards to external email addresses (like your Parseur mailbox) by default.
How do I fix the "Your organization does not allow external forwarding" error?
You need to contact your email administrator to allow forwards outside of your company.
You can do this by:
Login to the Security Admin Center
Navigate to the Threat Management tab > Policy tab > Anti-Spam > Outbound spam filter policy > Edit Policy > Automatic forwarding
Choose On - Forwarding is enabled
Save
